City rental inspection plan might backfire

Richmond’s Code Enforcement Division (CED) already has systems in place to identify older homes and apartment buildings likely to have both maintenance and safety issues. Instead of an RIP in a few districts, why not provide CED with additional funding to enforce building codes for the whole city of Richmond. Link
