Marsh commission bypasses law in drive for freedom monument

Richmond state Sen. Henry L. Marsh III appears to be flouting city law. The city’s former mayor appears to be doing so in spearheading an effort to create and place a large monument to the Emancipation Proclamation and Freedom on Brown’s Island — the city’s recreational and entertainment playground
