Dear Honorable Mayor,
Please tell me the specific provision of the Federal floodplain regulations that makes development of the Loving parcels in Shockoe Bottom impractical.
On numerous occasions you have said that your plan for the Bottom overcomes a floodplain problem. In your State of the City address last week you referred to the Bottom property as “an under-producing asset in the floodplain.”
I have not seen any evidence that Federal floodplain regulations make it impractical to develop the Loving property. After repeated requests to you administration for evidence, I finally received a response that cited the city code rather than a Federal regulation. (The section of the city code that your administration cited appears to be irrelevant.)
